CASS Architects has served as Assigned Certifier on numerous public and private projects. Since 2014, most commercial, industrial, and residential projects requiring planning permission must submit to the Building Control Management System (BCMS), though private residential buildings may opt out while still complying with building regulations.

The Building Control Acts 1990-2014 mandate that owners, designers, and builders ensure compliance with regulations. Building Control Authorities (BCAs) oversee building activity, maintain public records, and enforce compliance. S.I. No. 9 of 2014 and S.I. No. 365 of 2015 impose additional statutory duties on stakeholders. The Local Government Management Agency (LGMA) established BCMS to standardize oversight, enhance consistency, and implement a risk-based inspection approach across local authorities.

Project Supervisor Design Process

CASS Architects have extensive experience in construction health and safety, offering PSDP services to help you meet legal safety, health, and welfare obligations on residential and commercial projects.

Since 2013, all construction work, including domestic projects, falls under safety regulations, requiring homeowners to appoint a PSDP for design and a PSCS for construction under separate contracts. The PSDP, appointed before design begins, ensures safety coordination, identifies hazards, and prepares a Health and Safety Plan.

A PSDP oversees design safety, coordinates designers, communicates risks to the PSCS, and ensures compliance. Only one PSDP is appointed per project. Seamus Casserly, RIAI PSDP accredited, brings extensive expertise across all construction types.

Most building projects require planning permission, though some small extensions may be exempt. We advise on requirements, applications, and compliance with local plans.

Planning permission types include full, outline, and consequent permission. Outline permission grants approval in principle but requires full permission before construction. Full permission lasts five years; outline lasts three.

Unauthorized work can lead to fines or demolition, though retention applications may be possible. Planning decisions take about eight weeks, with a four-week appeal period before final approval.
